Techint E&C strengthens its leadership in Vaca Muerta with Tecpetrol's Los Toldos II Este project

The project consists of a shale oil development for Tecpetrol that will double oil production in the future.
With its strategic participation in Tecpetrol's Los Toldos II Este project in Vaca Muerta, Techint Engineering and Construction has consolidated its position as a leader in energy development in Argentina. The shale oil field, located 30 kilometers west of Rincón de los Sauces, in Neuquén, Argentina, will double oil production, with the goal of producing 70,000 barrels per day by 2027. This is a key milestone that reaffirms the company's ability to design and execute large-scale projects that drive the future of the industry.
Techint E&C is in charge of the Central Processing Facility (CPF), the project's central point, the gas and crude oil export pipelines, and the associated facilities for fracture water management. The execution of the corresponding collection systems, the lines for water reinjection, and the construction of 12 tanks of different configurations on site are also planned.
Sebastián Novillo, Project Manager, explains: "Three main pipelines will be built: an aqueduct that carries water from the Colorado River to the plant, with its pumping station; an oil pipeline that transports crude oil from the CPF to Camahuida; and a gas pipeline that connects the CPF with North Vaca Muerta. Each one covers an area of approximately 30 kilometers”.
The work is already underway. Techint E&C began clearing and initial earthworks in February, while in April it began construction of the tank bases and aqueduct. At the peak of activity, expected in April 2026, there will be a workforce of approximately 2,800 people.
Efficiency, technology, and applied innovation
The development is divided into two construction stages. The first aims to reach 35,000 barrels of oil per day and the second 70,000 by the end of 2027.
One of the project's outstanding strengths is the modularization of the crude oil and gas treatment trains, together with the interconnection network that links them (provided by the Canadian company Propak), an experience that Techint E&C will be able to capitalize on in the future.
It also incorporates advanced technologies, such as ControlTube and HR Mobile, and an open book EPC Cost+Fee contractual arrangement, which facilitates close collaboration with Tecpetrol by giving it access to the project's accounting.
One team: the combined strength of the Techint Group
This project reflects the Techint Group's strength in maximizing the integration of each company's capabilities. In addition to the participation of Techint E&C and Tecpetrol, Tenaris is supplying the pipes for the pipelines and Ternium is supplying the sheet metal for the tanks.
“The key is teamwork. We share a common goal: to get the plant up and running and the project off the ground,” Novillo emphasizes.
