Pemex and Techint Engineering & Construction: a blooming partnership

Published 3.3.2023

In this interview, Pemex executives singled out aspects such as credibility, safety, and communication as qualities intrinsic to Techint E&C's management of the Dos Bocas Refinery project.

There are various international companies working at the Dos Bocas Refinery in Paraíso, Tabasco, in Mexico and, according to Héctor Ruíz Monjaraz, Pemex Project Director, several of these are "major league contractors."

Techint E&C is one of these, as it is in charge of building five processing plants: the Sour Water Stripper (SWS), the Amine Regeneration Unit (ARU), the Effluent Treatment Plant, Water Pretreatment Plant, and the Cogeneration Plant, which is what will provide services to the entire refinery.

For Ruiz Monjaraz, “there is an aspect which underpins all values, and that’s about being consistent. Techint is a consistent and serious company.”

The Health, Safety and Environmental Protection Coordinator of Pemex, Luis A. Gómez Gómez, also points to the company’s strength in terms of safety and how well employees communicate according to different phases and disciplines.

Developing a project for a 340,000-barrel refinery in such a short period of time would have been unthinkable in the past. “Today, we know that we can do it because we’re a team,” concludes Ruiz Monjaraz.
