Investments, challenges and expansion in the Oil and Gas sector in Brazil

Growth in the industry, compounded by advances in the global energy transition, are bringing new opportunities for construction and engineering.

 

The expansion of Brazil's oil and gas sector presents both significant economic benefits and unique challenges for investors and companies. Contributing USD 92.7 billion in net exports over the past three years, oil now ranks as Brazil's second-largest export. In 2023, the sector posted a USD 33.5 billion surplus, supported over 1.6 million direct and indirect jobs, and accounted for more than 10% of the country's industrial GDP.

Looking ahead, the sector is poised for continued growth, with projected investments of USD 183 billion by 2031 in exploration and production, alongside the broader challenge of the energy transition. Collections from Royalties and Special Participations are expected to double by 2027, according to a study by the Energy Institute of PUC-Rio.

Techint E&C’s achievements in the segment

One of Techint E&C's flagship projects is the P-76 platform, which has been operating since 2019 in the Búzios 3 field of Brazil's pre-salt area, a production powerhouse with a daily capacity of 150,000 barrels of oil and 7 million cubic meters of gas. Built to the highest international standards for safety, quality, and environmental protection, this platform represents a key asset in Brazil’s offshore energy landscape.

The P-76 project involved far more than just building a floating oil and gas production, storage, and offloading unit (FPSO). It became a key driver of local growth, offering invaluable training for professionals and creating over 5,000 jobs at the height of the project.

But the impact didn’t stop there—beyond the economic boost, the P-76 left a positive mark on the community, as Techint E&C invested in the revitalization of local schools, strengthening community ties and fostering long-term development. These included the Escola Municipal Primavera, Escola Municipal Benvinda de M. Correa and Escola Municipal Artur Tavares, and benefited more than 1,200 students in the region.

 

Operations in the main refineries in the country

In addition to offshore platforms, Techint E&C has helped to modernize some of the country’s largest refineries, such as the Presidente Bernardes de Cubatão Refinery (RPBC) and the Abreu e Lima Refinery (RNEST), promoting the production of cleaner and more efficient fuels.

For instance, at the RPBC, the company helped to introduce new units capable of improving operational efficiency and reducing environmental impact, such as the coke naphtha hydro-treatment unit, also installing furnaces that use advanced burner technology. At the RNEST project, Techint E&C overcame a series of major geotechnical challenges in the course of the work, completing the building of a series of tanks and critical infrastructure that strengthened Brazil's overall refining capacity, in addition to boosting the local economy of Pernambuco.

Refinaria Presidente Bernardes de Cubatão · (RPBC).

Gasduc III, a project carried out for TAG Transportadora Associada de Gás, involved building and laying the Trunk Line for the Cabiúnas Gas Pipeline–REDUC III, connecting the Cabiúnas Station to the SDV-12. The project involved work in several different locations such as Macaé, Rio das Ostras, Casimiro de Abreu, Silva Jardim and Cachoeira de Macacu, in the state of Rio de Janeiro.

Another important milestone was the PRA-1 project carried out for Petrobras in the municipality of Pontal do Paraná, Paraná. This project not only included the detail engineering, but also envisaged the supply of materials, construction and assembly of the Jacket and Piles for the PRA-1 Autonomous Re-pumping Platform. The project helped to shore up Techint's presence in the market for complex offshore infrastructure building and assembly.

For the Landulpho Alves Refinery (RLAM), located in São Francisco do Conde, Bahia, Techint E&C was responsible for the executive project, supplying materials and equipment and managing the electromechanical assembly. The scope of work also included commissioning units U-37 (HDT), U-38 (UGH), substation SE-37 and local control house (CCL)

Meanwhile, in Macaé, in the Campos Basin, Techint E&C played an active role in the planning, engineering design and execution of modifications to the PGP-1, PVM-1, PVM-2 and PVM-3 platforms, reinforcing its commitment to industrial maintenance and offshore operational safety.

 

International collaboration

Techint E&C has also made a strong mark on the international stage thanks to projects such as the Dos Bocas refinery in Mexico, a colossal initiative aimed at reducing the country's reliance on U.S. fuel imports. With a refining capacity of 340,000 barrels per day, this project highlights the company's contribution to energy security and economic growth in the regions where it operates.

In Argentina, Techint E&C played an instrumental role in the Fortín de Piedra project, a key initiative within the Vaca Muerta shale gas plays. This project not only boosted Argentina’s natural gas production but also showcased the company’s expertise in delivering large-scale projects in geologically complex environments under tight deadlines.
